　　一、《勃利县志》是勃利建县以来第一部公开出版发行的志书。追本溯源，上限由1862年(同治元年)开始，下限到1985年。

　　二、本志以马列主义、毛泽东思想为指导，以中共十一届三中全会以来的路线、方针、政策和《关于建国以来党的若干历史问题的决议》为准绳，实事求是地记述全县政治、经济、文化等各方面的历史和现状。

　　三、本志按事物的性质，设立编、章、节、目，不受行政管理和隶属关系的限制，全书共设20编、97章、366节。全书近百万字。概述、大事记、附录不列入编的序列。

　　四、本志以文为主，辅以表、图和照片。概述，有叙有议，叙议结合；大事记采用编年体和记事本末体相结合形式。其它编章采用记叙文体，实事求是地记载史实，不作评论，寓观点于材料之中。

　　五、对历次政治运动本着“宜粗不宜细”的原则，散见于大事记和有关章节中，本志不作专题记述。

　　六、对人物本志按史家通例，生不立传，入传者为本地比较著名的革命烈士和为社会主义建设做出重大贡献以及有较大社会影响的已故知名人士。本志也选记了极少数反动人物，做为反面教材，以教育后代。

　　七、本志称“解放后”是指1945年9月3日全东北解放之后；建国后，指1949年10月1日中华人民共和国成立后。

　　八、本志历史纪年，解放前大多采用公元纪年夹注旧纪年，解放后，一律采用公元纪年。

　　九、本志各项数据，主要来自县统计局资料。统计局没有的，采用有关单位提供的资料。

　　十、本志行政区地名，均采用现行标准地名。勃利县行政区划图，由黑龙江省测绘局印制。

　　十一、为便于中外交流，本志书附有英文凡例和目录。

　　GUlDE TO THE USE OF THE ANNALS

　　Ⅰ.BOLI COUNTY ANNALS is the first to be openly published since the foundation of Boli County.It traces from 1985 back to 1862(the first year of the reign of TONG ZHI).

　　Ⅱ.Guided by Maxism-Leninism Mao Tse-tung‘s thought the ANNALS is in accordance with the Party‘s line，guiding principle and policy since the Third Plenary Session of the Eleventh Central Committee.Based on facts，the ANNALS records the history and the current situation of the whole county‘s politics，economy，culture and so on.

　　Ⅲ.The ANNALS was written according to the nature of things.It is not limited by administration and subordinative relations.It consists of 20 parts，97 chapters and 366 sections.The summarize chronicle of events and appendix are not arranged in the alignment.

　　Ⅳ.The ANNALS consists mainly of articles，drawings，charts and photos.The summarize includs both narrative and comment.The chronicle of evevnts was written in both annailistic style and ins and outs style of the account.Narrative style is adopted in the other parts of the ANNALS.The ANNALS is based on facts without commentary.The viewpoints are profound in the materials.

　　Ⅴ.The two political movements were written according to the principle of“summary rather than detail”.They were not written specially in the ANNALs but among other parts and chapters concerned.

　　Ⅵ.According to the general rule of historian，the living can‘t be honoured with biography.Those who were entered in the list were all famous revolutionary matyrs and the dead who had devoted themselves to the cause of socialist construction and those who had important social influence.A tiny minority reactionary elements were also recorded in the ANNALs to teach future generations as a negative lesson.

　　Ⅶ.By“after liberation”we mean the liberation of the whole Northeast of Chinaon September 3,1945；the so-called“after the foundation of the state”means after the foundation of the People‘s Republic of China on October 1,1949.

　　Ⅷ.The Christian era is adopted in the way of numbering the years of history before liberation and the old annals are also adopted.And the way of numbering the years of history after liberation，only Christian era is adopted.

　　Ⅸ.All the figures come from the data of statistical bureau or from the other units concerned.

　　Ⅹ.The placenames of the administrative division adopt the present standard names.The maps of the administrative division and the topographic map of Boli county were printed by Heilongjiang Mapping Bureau.

　　Ⅺ.AMendix of English version of the guide and the catalogue is added to the book for the convenience of the economic and technical interchange and the cultural exchange with the foreign countries.
